Major Projects During Pandemic

Standing Together Through the Pandemic

In the face of unprecedented challenges, Sian Chay remained committed to serving the community with compassion, resilience, and collective strength.

Since the outbreak of COVID-19 in 2019, the pandemic spread rapidly across more than 100 countries, causing widespread disruption to daily life and severe challenges to the global economy. Every individual and community was affected — directly or indirectly — in unprecedented ways.

As a charitable medical institution committed to social responsibility and public service, Sian Chay Medical Institution remained steadfast in its mission to serve society, even during the most difficult periods of the pandemic.

During the strict lockdown in April 2020, under the leadership of Voluntary Executive Chairman Mr. Toh Soon Huat, JP, Sian Chay’s medical teams continued to serve the public without interruption. Every colleague remained at their post, upholding the values of compassion, dedication, and professional integrity, and ensuring that essential medical services remained accessible to those in need.

At the same time, the pandemic placed immense pressure on the charity sector. Like many charitable organisations, Sian Chay faced fundraising challenges, with donations in 2020 declining by 20% compared to the previous year. Despite these difficulties, Sian Chay firmly believed that in times of crisis, society must stand together — supporting, encouraging, and helping one another through shared responsibility and compassion.

Guided by this belief and aligned with national pandemic response efforts, Sian Chay expanded its relief initiatives to support vulnerable communities. The institution donated S$1 million to Community Chest’s Fighting Fund, enabling social service organisations to continue operating and serving disadvantaged groups.

In addition, between the onset of the pandemic and March 2020, Sian Chay carried out 87 charitable donation projects, with a total value of S$2.2 million (excluding in-kind donations). These initiatives benefited approximately 50 non-profit organisations, nursing homes, and welfare associations. Working closely with 20 grassroots organisations, Sian Chay distributed 60,000 free lunch boxes and 20,000 care packages, and provided utility bill subsidies to 500 low-income households, easing the financial burden during this critical period.

These efforts were made possible through the generous support of corporations, partners, and kind individuals who contributed essential supplies such as masks, disinfectants, face shields, and protective equipment — strengthening Sian Chay’s ability to serve the community.

Sian Chay also extends its heartfelt appreciation to all colleagues and volunteers for their unwavering dedication, cooperation, and hard work throughout the pandemic.

Looking ahead, Sian Chay remains hopeful that society will emerge stronger from this challenging chapter. With continued unity, compassion, and resilience, we believe a healthier, more harmonious future lies ahead.

During the mid-autumn festival, when the moon shines brightly and the flowers bloom, a box of mooncakes, presented with love to warm your hearts.

A gentle smile, a word of consolation, a little help, a little sharing, or a little text can change a depressive look or feeling, reduce someone’s burden, spur someone’s potentials and take away someone’s tiredness and add brightness to the person.

The energy and power that Sian Chay has today, largely depends on the collectively support of our supporters. It is their commitment that determines Sian Chay’s confidence to develop and grow. These achievements did not come easy. Every step taken, every bit of effort, these are the fruits of labour of our kind-hearted supporters who share the same brightness.

08.11.2021 My heartiest congratulations to Sian Chay Medical Institution on its 120th anniversary. Since its founding in 1901, Sian Chay Medical Institution has been providing free Traditional Chinese Medicine (TCM) consultation, as well as subsidised medicine and treatment. Over the years, Sian Chay Medical Institution has stood by its commitment to help the vulnerable in our society, regardless of race or religion.

I have watched Sian Chay Medical Institution go from strength to strength. I remember visiting the Boon Lay Wellness Centre in 2016, when I was then Speaker of Parliament, and meeting seniors from all walks of life who benefitted from the wellness programmes and recreational activities. I subsequently officiated the opening of the Marsiling clinic in 2017 and was reminded of the team’s unwavering dedication when I paid another visit last November. Sian Chay Medical Institution has also donated to the President’s Challenge and initiated its own fundraising efforts. These efforts ultimately benefit the community, such as members of the Pioneer Generation who can benefit from a Pioneer Generation Medical Fund specially set up for them.

It is civic-minded organisations like Sian Chay Medical Institution that bring us closer to our goal of building a more cohesive, inclusive, and caring society in Singapore. I hope that more organisations will follow the lead of Sian Chay Medical Institution and work closely with the Government to look after the vulnerable in our society.

Message from Mr Ong Ye Kung, Minister for Health
Congratulations to Sian Chay Medical Institution on your 120th anniversary and the inauguration of the 84th Term Board of Directors.

Founded in 1901, Sian Chay Medical Institution has been steadfast in its mission to provide free consultation and low-cost Traditional Chinese Medicine (TCM) treatment for the community. Over the past decade, Sian Chay has extended its services to our heartlands, reaching out to residents from all walks of lives and all backgrounds. Today, Sian Chay serves more than a thousand patients across its 13 TCM clinics around the island daily.

Beyond healthcare, Sian Chay is an active participant in community activities and charity work. During the COVID-19 pandemic, many TCM practitioners persuaded their patients to get vaccinated. Sian Chay has also organised numerous donations and distribution of daily essentials to those adversely affected by the pandemic.

The Ministry of Health has established a $8 million TCM Research Grant to encourage local collaborative clinical research. With its strong clinical network, Sian Chay is well positioned to collaborate with local public healthcare institutions to conduct clinical research to further promote the sustained scientific development of TCM, and enhance its safety and efficacy.

I commend Sian Chay’s efforts and contributions to our society, building strong alliances with its many partners, sponsors, volunteers and staff, and strengthening our community spirit. I am confident that Sian Chay will continue its good work and inspire more to give back to the society as we work together to build a more gracious and caring Singapore.

Message from Mr Heng Chee How, Senior Minister of State, Ministry of Defence,
Adviser, Sian Chay Medical Institution
This year marks Sian Chay Medical Institution’s 120th anniversary and the inauguration of its 84th Term Board of Directors. My heartiest congratulations to Sian Chay Medical Institution on this happy occasion and to the new Board of Directors on their successful election.

Founded in 1901, Sian Chay Medical Institution is a charitable organisation registered with the Ministry of Health. It provides free TCM consultation and low-cost treatment to the public, regardless of race or religion. It especially strives to ensure that Pioneer and Merdeka Generation patients receive good care regardless of their financial situation.

Apart from providing TCM services, it also actively participates in community charity work, promotes health awareness, encourages health care activities, promotes the spirit of philanthropy, and spreads positive energy and emphasises the importance of loving the country and supporting one another.

Over the past 7 years (2014 to 2020), it has served approximately 2.3 million patient visits and made 4.5 million prescriptions. In the next five years (2021-2025), the number of patient visits is estimated to reach 2.5 million, and the number of prescriptions to be issued is estimated to be 4.8 million.

Helping a patient helps the whole family, directly and indirectly.

I hope that more donors will support Sian Chay Medical Institution in its charity work, and become its partner in caring for the needy and fostering a healthy, harmonious and society bathed in positive energy.

Message from Mr Mohd Fahmi Bin Aliman, Mayor, South East District
Adviser, Sian Chay Medical Institution
It gives me great pleasure to congratulate Sian Chay Medical Institution on your 120th anniversary.

From a charity clinic since 1901 to the 13 clinics over the island today, Sian Chay has ensured affordable access to medical treatments for all in the community, regardless of race or religion, even during challenging times.

Now, it is important for the whole-of-society to work together during this Covid-19 Pandemic to support those in need. Together, we can then make significant progress in building a stronger and more resilient community.

I would like to thank Sian Chay for the many years of contributions to the community and look forward to our continued partnership to serve the community.

Message from Dato’ Dr. Tan Hian-Tsin, Life Honourable Chairman of Sian Chay Medical Institution
My heartiest congratulations to Sian Chay Medical Institution on your 120th anniversary.

Since 1901, Sian Chay Medical Institution has been providing free Traditional Chinese Medicine (TCM) service to the poor and needy in the community. Under the leadership of Chairman Mr Toh Soon Huat, Sian Chay has grown from a single clinic into a network with 13 branches serving about 1,000 patient visits daily.

Mr. Toh Soon Huat, Chairman of Sian Chay Medical Institution, has been advocating the five core values of “Forgiveness, Universal Love, Compassion, Gratitude and Blessing” which have permeated into the hearts of not only the patients but also the generous and kind-hearted donors.

My late wife and I have devoted our lives helping the needy as i believe that “service to humanity is the best work of life.” When doing charity, we donate with pleasure. Doing charity is from the heart. Everyone can just do their best by donating within their means, big or small. We do not have to compare how much our donations are. Sian Chay Medical Institution should be commended for the initiatives to care for the Pioneer Generation and the disadvantaged group through the Pioneer Generation Medical Fund and the To’ Puan Dr Tsao Sui Lan Memorial Endowment Fund respectively.

I hope Sian Chay Medical Institution will continue to promote the beliefs that “Nation Progresses, Family Prospers; Family Harmony, Successful Endeavours. Forward with the Nation, Bonding with the People” and to continue its mission to serve the community regardless of race, religion or nationality. May I urge the many supporters and well wishers to continue to support Sian Chay to continue in its mission to care for the elderly and needy in our rapidly ageing society.

Message from Mr Toh Soon Huat JP,BBM,PVPA
Volunteer Executive Chairman of Sian Chay Medical Institution
The road ahead for mercy and kindness is still a long one.

I became Sian Chay Medical Institution’s volunteer executive chairman 12 years ago. During the period I was busy doing charity work with all my heart and soul. I did not get a salary nor claimed any expenses from the charity. But I have learnt a lot and was very touched and felt grateful whenever I see our patients getting better by the day. They gave me so much warmth, hope and light. Charity work needs perseverance. To be merciful and kind is simply showing universal love.

In our daily lives, we experience happiness, sorrows, anger and joy. There is also a time to meet and a time to say goodbye. In life, there must be love to radiate light and warmth. I have met many of the vulnerable in society who include the helpless and the lost. I saw them in great pains with no hope but a bleak future ahead…..Actually, many suffered because of the burdens and negative feelings inside them, not from their physical bodies. This led me to realise the need to place greater importance on “the light of life, and quality of health” in our heart and body. How can we lit up that light of life and realise its true value and meanings? How can we, in our life’s long journey, able to let go, stay cool and calm and use our wisdom and courage in confronting and reflecting upon the difficult or unhappy situations we face? And afterwards, humbly try to raise ourselves to higher level of being, and free ourselves of desires, greed and darkness? That requires universal love and the determination to uphold the bright lights in the future. Truth to be told, after going through and understanding life, it is actually no more than living for just a few people and getting busy over a few matters. The differences lie only in their duration, level, scale and significance. In life we should pay more attention to values such as kindness, mercy, universal love, equality and gratitude.

I sincerely wish to thank Sian Chay’s Patron: the honourable Singapore President Mdm Halimah Yacob; our advisers: Senior Minister of State for Defence Mr Heng Chee How, South-East CDC Mayor Mr Mohd Fahmi Aliman and Associate Professor Fatimah Lateef; our legal advisers: Mr Ung Gim Sei and Mr Ngoh Tian Lock, members of the public, government officials and organisations including the Ministry of Health, Housing and Development Board, People’s Association, Citizens’ Consultative Committees, Community Development Councils, the media, corporate sponsors and all our honorary chair persons for their support. My appreciation also goes to all other groups, entrepreneurs, philanthropists, artistes, volunteers, our board members and colleagues who have contributed in one way or another to Sian Chay so we could achieve so much and benefit so many people in society.

I hope the Covid-19 pandemic can soon end, our society goes back to its old peaceful and harmonious days and our economy returns to normal again. I wish we can emerge from the pandemic stronger and more united as we face the bright future together! Wishing all good health!

Chairman Toh Soon Huat JP upheld the mission set by Sian Chay’s founders, to see to the needs of the society and benefit more people. It is by treating philanthropy as a responsibility and duty, that one is able to serve the people. He actively encourages charities to interact, support one another and share resources. In unison, let’s surround ourselves with great love and gratitude and walk down the path of philanthropy together to grow Sian Chay and continue its aim of serving the sick, needy and the vulnerable for the many generations to come.

The Covid pandemic has loomed over us for a long time. It has brought about much challenges to people’s psychological wellbeing and their overall health. In fact, the psychological health of many have deteriorated. Due to the lack of avenues to open up and receive support, or for those facing family relationship issues, their psychological state would most likely be very badly affected.

Through the programme, Sian Chay was able to promote its core values, beliefs and spirit, and allow the general public to gain a better understanding of Sian Chay, being a TCM platform so as to radiate positive energy to benefit a greater audience. This in turn will help reduce the financial burden of our patients. In line with Singapore’s nation-building, Sian Chay hopes to help more senior citizens and vulnerable to build a City of Good.

A City of Good is a vision of Singapore, where Individuals, Organisations and Leaders come together to give their best for others, moving away from a ‘me-first’ mindset and being other-centred, becoming a Singapore that cares and values people!

The programme managed to raise $100,000 which will benefit 10,000 low-income patients. These patients will receive free medical consultation and medicine prescriptions. 21.12.2021 Walk Out of the Turbulence and Take Flight on the Voyage of Brightness!
Through the community song “Take Flight”, Sian Chay promoted love, brightness and positive energy through music! Presented to those who faced the challenges brought about by Covid and our frontline Covid heroes!

“Take Flight”’s offical website https://takeflight.sg/

Music by Sun Xue Ling and Wu Jia Kang, Lyrics by Er Si Yi Jun, Sang by Wu Jia Kang, “Take Flight” is a music video that shows the negative impacts brought about by Covid. Some had their incomes affected, some had to be separated from their loved ones and unfortunately, some lost their loved ones. Many others faced different sorts of challenges which forms an overcast on those affected. Seeing this, song writer Er Si Yi Jun’s heart was triggered. He felt the need to produce a song related to Covid, hence “Take Flight” was born. The song was jointly produced by Er Si Yi Jun, Song Xue Ling and Wu Jia Kang. Thanks for Ocean Butterflies Music Pte Ltd for sponsoring the production and singer Wu Jia Kang for singing pro bono. Through the song, Wu shared how one can be positive during adversities and can still be able to display a kind and compassionate heart.

Sian Chay has identified the positive energy in “Take Flight”. There could be a time of loss and uncertainty but this makes us stronger. It gave us the opportunity to cruise against the wind and reach out to sunshine. It taught us not to succumb to fate but to walk out of difficulties. This is the time when we have to love and care for one another. Sian Chay’s values of Forgiveness, Universal Love, Compassion, Gratitude and Blessing complements the objectives of “Take Flight”. We are grateful to Ocean Butterflies Music Pte Ltd, and our sponsors and supporters FuChan F&B Group, Union Gas Group Holdings and Yappy Pets for radiating positive energy and promoting “Take Flight” to benefit the people.

“Take Flight” is based on a real-life scenario. SMEs, businesses and individuals have not been spared from the impacts of the pandemic. Many have lost their jobs, while some have to resort to switching their career to maintain their livelihood. In the MV, the storyline showed a dessert stall closing due to the pandemic. To keep the family alive, the owner had to become a food delivery person. Another character depicted a live singer who lost his job and had to become a virtual singer on live online shows. Both had to face the adversities and walk out if it. This clearly shows the fighting spirit of Singaporeans who are always willing to face challenges, innovate, persevere, upgrade and care for one another. During this period, Sian Chay aims to ride on “Take Flight” to promote love and care and positive energy. Hope that everyone can walk out of the situation and see light. Let’s take flight! Cheers to Singapore!

“Take Flight” music video has been very well-received by online audience. It has seen 2,399,937 viewers! We hope that the MV would help people walk out of darkness to see light and take flight once again. We would also like to take this opportunity to thank our corporate supporters which have chosen Sian Chay as their CSR partner. We look forward to more support from corporates and individuals, so that we can continue to serve the people. We also hope that more would spread the spirit of sharing and giving, and make Sian Chay known to more people, so that they can benefit from Sian Chay!

We are grateful to our sponsors and supporters Union Gas Group Holding’s Executive Director and CEO Mr Teo Hak Piang PBM, Yappy Pets’ Founder Mr Yap Seng Teck PBM, FuChan F&B Group’s Founder, Executive Chairman and CEO Mr Chu Chee Keong PBM, for the MV, making it available to those facing Covid challenges and frontline workers fighting the virus!

FuChan F&B Group Founder, Executive Chairman and CEO Mr Chu Chee Keong PBM shared, “Hang in there, press on! We will overcome this together. Perseverance, Perseverance and Perseverance.”

Chairman Toh Soon Huat JP hopes to see our forefather’s culture, values and beliefs in charity being carried to the current generation. The traditional spirit of helping one another in the Chinese community and giving back to the society with great devotion is key. The main aim now is to continue such traditions to benefit more, regardless of race or religion. By involving in more charity and welfare projects and activities with social groups, associations, and community clubs, Chairman hopes Sian Chay not only provides free and subidised medical services but also able to preserve and promote valuable culture, values, education, and spirit of giving and become a platform for kind-hearted likeminded philanthropists to congregate and do good for the society.

Through this project, Sian Chay promoted its core values, beliefs and spirit, and allow the general public to gain a better understanding of Sian Chay, being a TCM platform so as to radiate positive energy to benefit a greater audience. This in turn will help reduce the financial burden of our patients. In line with Singapore’s nation-building, Sian Chay hopes to help more senior citizens and vulnerable to build a City of Good.
